Inspiron 13 7000 Desktop and Icons are huge

I have a 6 month old Inspiron 13 7000 2 in 1 laptop that I purchased for my father. A family member was messing with it and now the desktop size, icons, and everything are so huge that you can't see everything. Attached are some pictures to show what I'm talking about. I've tried everything I can possibly think of; setting screen resolution set to recommended setting, magnifier turned off, search for online solutions, and finally restore to factory settings. After restore to factory settings, I'm now getting a Dell Software Consent Agreement that I can't get out of because I can't move down the screen to the "agree" button. Needless to say it's been a frustrating and lengthy exercise in futility trying to get the screen to look normal again. Any help would be greatly appreciated. Thanks!!
